Bitcoin is decentralized. Anyone can run a node. You cant stop anyone from using bitcoin. Libra will be like a fiat currency, but run by some companies. I dont have any use for that. The interesting thing with bitcoin is that the governments cant control what is going on outside of the exchanges.
